It also depends if you are willing to get married on a weekday or have a brunch/luncheon instead of dinner (all of those options are cheaper than having a dinner reception on a Friday, Saturday, or Sunday). If your guestlist is small, renting out a restaurant (or a private room in a restaurant) is also an affordable option. It seems like only the most expensive states are down with the gay these days.
